I'm afraid the first test only applies to characters in a realistic setting, despite the option to say "it's normal for people to do magic stuff at will in that book I'm writing".

Let's say my fiancé and I enjoy writing stories about a world where it's perfectly normal to sprout wings and make something explode just by looking at it, hell, even a legless hobo can do it! Only if you try to steal his cardboard box though...
