Nope. That's just the Tunak Tunak man in his older-than-dirt video. No mention of Obama there. The Barack O'Bollywood video I linked is fantastic. Chori Chori Hum Gori Se is a much better song, anyway.
EDIT: And yes, I too will be voting for Obama this November.
