Still needs work, especially if the bloodloss I desire so much isn't doable.
NAME: Dragonfly
DESCRIPTION: Pale skin, slim, straight shoulder-length black hair, gold eyes, small fangs peeking out at the corners of her mouth, on the shorter side. She wears a dress similar in fashion to this.
CONCEPT: Weak punches, strong kicks, high speed, low defense. Chaotic evil.
BACKSTORY: A well-known vampire, Dragonfly is out for blood. And not anyone's in particular, no, she want's everyone's blood. The more blood that is spilled, the happier she becomes. She definitely values her meals and what with this Devourer ramapging through and smashing everyone in sight, she figures that she might be in for a feast. Although she's heard that the Devourer has AB negative...her favorite...

RIVAL: Porgon. She is intrigued as to what the blood of an artificially created being would taste like.
BASIC ATTACKS:
Light Punch - A jab to the stomach
Light Kick - A side kick to the face
Heavy Punch - An uppercut to the jaw
Heavy Kick - A roundhouse to the throat
Jump Punch - A side punch to the face
Jump Kick - A powerful kick in the crotch
Crouch Punch - A rising punch to the jaw
Crouch Kick - A sweeping kick that knock the opponent off their feet
Block - Arms in front of face
COMMAND ATTACKS:
Bite - A bite to the neck to stun the opponent
Swipe - A bitch-slap-esque swipe that rakes her nails across the opponent's face
Screech - A soundwave that makes the opponent's ears bleed
Venom - Attacks an opponent in the air by spitting venom at them
BASIC THROWS:
Heartbreaker - Opponent goes up, over the shoulder, and down face first
SPECIAL ATTACKS:
Rain of Blood - Dragonfly motions to the sky and blood rains onto the opponet (should be interuptable)
Perv - A black heart comes from Dragonfly's head and hits the opponent in the face, the letters XXX pop up one at a time and knock the opponent backwards.
Emo - Dragonfly pulls shards of mirror from nowhere and slings them at the opponent, slitting their wrists (range attack)
DESPERATION MOVES:
NOM NOM NOM - Dragonfly grows in size slightly before biting off the opponent's head (lots of blood everywhere)
VICTORY PHRASES: Pose should be her standing, arms behind her head.
"AB negative...my favorite..."
"No more to spill, then?"
"Quite a feast tonight."
"Mmm. Tasty."
DEFEAT PHRASES: Pose should be her standing with a drooped head.
"I wanted to face the Devourer..."
"No blood today, then?"
"Just trying to get a meal in..."

Lovely, isn't it?
Dragonfly, the character is beautiful. As a programmer I feel obligated to warn you that our physics engine may not be able to contain its awesomeness (some of this stuff would be really hard to animate). The blood might be an issue -- depends on what engine we use. The bigger issue is that, normally, the engine has no idea where body parts are, so it is difficult to, for an example, have an attack target the head or wrists.
In fact, attempts to target individual body parts have issues even in commercial games:

That being said, don't change it too much. We'll do what we can, and there's no point to reacting now to issues that might or might not ever arise, and it's no fun making a game that doesn't push our limits. Just be aware that we may have to change these attacks later. |

| 2.72 - I knew going in that a lot of it may not be doable, so just tell me what I need to change when it needs to be changed and I'll change it.

But yeah, targeting a certain part on the opponent's body would be difficult... Seeing as there are different sizes of peoples.
Also, just seeing NOM NOM NOM made me laugh. :3

| He, I just realised. We now have several characters that hit fighting game cliches! Hooray!
Also if some of your moves aren't able to be done, i ave a few suggestions.
One move she grabs them, pulls them in, and a cape/bat wings wrap around both characters, and the health bar of the foe starts to go down, and the cape/wings pull back and she tosses them away. So it's implied that she bit their neck rather than animating it, could be 20 hit combo.
Another could be a sort of move inspired by Ivy/Myotismon. A red energy whip kinda thing that lashes out, strikes quickly multiple times, or wraps around and crushes a few times.
A couple suggestions, in case some of the moves you want can't be done ^^
