1. What size should the backgrounds be?
2. Is there any required file format?

High quality jpeg is the file to go for.

| PNGs.
And the backgrounds should be 1.5 the size of the screen vertically, and 2x the size of the screen horizontally.
Just make them big McLarghuge for now, and we'll scale down if we have to. |

| I take it that means you plan to use Adobe, which compresses jpg files at high quality anyway.
